The Online Guide is an index to archival public records in the legal custody of the Vermont State Archives and Records Administration that were transferred by the public agency that produced or acquired the records in the course of their respective business functions and activities.
The index may be searched by the name of the public agency (creator) and/or business function (series title). The Series ID is also the Guide ID and the index can be searched by Series ID as well.
All fields use pattern searching, meaning that partial names or words may be used. To expand results, limit search terms to one field. To limit results, enter search terms in two or more fields in the search form.
State Treasurer, Office of
United States Deposit Money and Grand Lists for State Taxes, 1914-1977.
Scope: Series consists of 25 ledgers of "United States Deposit Money" from 1914-1939, and 34 volumes of summaries of town grand lists (1946-1977). The United States Deposit Money fund was received by the state in 1837 as a deposit of Vermont's share of moneys accumulated in the national treasury and not needed for the support of government. It was apportioned to towns in proportion to their population; the income was used to support schools.
Scope: Series consists of 47 volumes and includes town taxes, corporate taxes, funds received into the treasury and paid out, various ledgers kept by the treasurer's office relative to funds and taxes, registers, and related records.
Scope: Series consists of correspondence, memos, reports and press releases. The series contains fragments of records from the tenure of treasurers W.F. Scott, Thomas Cave, Levi Kelley, George H. Amidon, Emory Hebard, Frank Davis, Paul Ruse, Jr., and Stella Hackel. Some of the topics include the permanent school fund, GAAP, a claim against the state by the Northeast Kingdom Community Church, federal taxation interference in state bond issues, and unclaimed bank deposits.
Scope: Series consists of the following: Pay orders, 1865; Certificate from tax collector of Gores in Franklin County, 1877; House of Representatives, Debentures, 1919; Highway Tax, 1921; School Tax, 1923 - 1924; Head Tax, 1933; Old Age Assistance Tax, 1937 - 1938; U. S. Deposit Money (16 V.S.A. � 3304 Collection of Money), 1939 - 1944; and Highway Assessment due from Towns, 1945.
State Treasurer, Office of
Distribution of U.S. surplus funds records, 1842-1891.
Scope: Series consists of U. S. surplus money distributed by the state treasurer to towns in the State of Vermont according to the federal population census.
Scope: In the will of Arunah Huntington of Brantford, Brant County, Ontario, Canada, dated November 15, 1876, a large bequest was given to the government and legislature of the state of Vermont. The money was eventually distributed to the towns for the benefit of schools.
State Treasurer, Office of
Classification of corporation tax receipts, 1902-1923.
Scope: Series consists of records relating to a loan from the St. Johnsbury and Lake Champlain Railroad Company, and efforts to collect said loan as authorized by No. 8, Public Acts of the Special Season of 1927.
Scope: Series consists of report of the commissioners appointed by the States of New York and Vermont relative to the construction and operation of a bridge over Lake Champlain.
Scope: Series consists of records relating to highway and bridge construction, floods and storms, public improvement and welfare, state and public buildings, and hospitals.
State Treasurer, Office of
Assessments of railroads and savings banks, 1879-1931.
Scope: In 1921, the State of Vermont charged Francis E. Fox with forging names of soldiers on checks issued by the State on account of "State pay to Vermont soldiers" in World War I. Fox confessed to forging endorsements and exposed his partners. This series consists of correspondence between Vermont State Treasurer Walter F. Scott, and the National Surety Company of New York over a claim for indemnity for the following policy: Bond # F23804 for $15,000 issued to the State of Vermont. Also included are correspondence between the state treasurer and Attorney General Frank C. Archibald, regarding the case against Fox, bank liability, and the State's claim with the National Surety Company, and correspondence between the state treasurer and town clerks and notaries to verify signatures. Instances of forgery are documented by the inclusion of victims' payment cards, endorsed state issued payment checks, applications for state pay and discharge records, of which some are forged, and related correspondence to the state treasurer, particularly from John B. McGovern, Vice Commander of the Disabled Veterans League of Burlington, Vermont, on behalf of soldiers who did not receive payments.
Scope: A single example of an application for state pay for one Herbert D. Dowse of Corinth, 20 May 1919. Application contains name, current residence, dates of enlistment and discharge, when reported for duty, information regarding commission (if applicable), rank, character of service, military unit in which he served and remarks. A form for the discharge record of the applicant is also included.
Scope: Registry of 10-year bonds issued under an Act of the General Assembly from its April session, 1861, for arming, etc., the militia. The volume provides number of bond, date, to whom issued, amount, when paid, record of amount of interest and when paid, and remarks. Contains an accounting of $1,000.00 bonds, #1-600 and $500.00 bonds, #1-600. Also includes a sample bond ($1,000.00) with interest coupons ($30.00 each).
Scope: Registry of bonds issued under an Act of the General Assembly from its October session, 1862, for military expenses. The volume provides number of bond, date, to whom issued, amount, when paid, record of amount of interest and when paid, and remarks. Contains an accounting of $500.00 bonds of 12-years (#1101-1600), 14-years (#601-1100) and 16-years (#1601-2100).
Scope: Alphabetical listing of men eligible for military service. Contains enrollments for 1863 and 1867. The volume provides name, age, occupation and remarks. Remarks generally describe the nature of exemption, if applicable.
Scope: This large volume contains a chronological listing of disbursements of state pay to World War I soldiers made by the Montpelier Savings Bank and provides payee name, assignment number, assignor name and amounts. This state pay was authorized by Act No.168, Section 53, General Laws of Vermont, 1917. See PRA-377 for source material.
State Treasurer, Office of
Payroll of Vermont Volunteers in the War with Spain, 1898 - 1902.
Scope: This volume records allotments of $7.00 per month extra state pay to soldiers of the Spanish American War. Includes information on Companies A - M (non-commissioned officers and privates), noncommissioned staff, and Hospital Corps, 1st Regiment Vermont Volunteers. Also contains a record of state pay to Vermonters serving in the 1st U. S. Volunteer Engineers; the 3rd, 5th and 6th U. S. Cavalry; the 11th and 21st U. S. Infantry; U. S. Navy; U. S. Marine Corps; and 4th U. S. Artillery. Entries generally provide name; rank; date of muster-in; dates of promotion, discharge, death, etc.; number of days served prior to muster; record of payments; and date and place of muster-out. Scope: These two volumes contain a record of state pay ($7.00 per month) to Vermont volunteers (noncommissioned officers and staff, musicians and privates) during the Civil War, 1861-1866, with some later notations. The ledgers provide name; date of muster-in; date of discharge, desertion, death, etc.; period of service (in months and days); total amount paid and remarks. Remarks might include information pertaining to the forfeit of state pay (substitute status, desertion or dishonorable discharge), allotment arrangements, commutation, overpayment and/or amounts refunded due to overpayment. All of these accounts were consolidated and transcribed from accounts contained in Microfilm PRA 444-448. See PRA-403 for source material.
Scope: These two volumes contain accounts of allotments of pay made by Vermont soldiers in military service during the Civil War. The ledgers provide name of soldier, his assignee, the dates of cash received and allotments made along with interest accrued. Notations within accounts may indicate death or discharge. Ledger A contains accounts of men serving in the 2nd - 8th Regiments, 1st Cavalry Regiment (Companies A - K) and Companies F, E and H, United States Sharpshooters. Ledger B contains accounts for 9th - 12th and 17th Regiments; 1st - 3rd Batteries, Light Artillery; Companies L and M, 1st Cavalry Regiment; and one recruit for the 54th Massachusetts Regiment (Colored). Ledger B also contains a separate account of arrears of government pay due the 2nd Regiment for time served prior to their muster-in. Both volumes contain indexes. See PRA-405 for source material.
Scope: This expense ledger contains brief accounts of costs related to the transportation of soldiers, expenses of military commissioners, recruiting costs, costs of organizing militia, muster and pay expenses of officers, costs of defending the frontier, office expenses and costs of arresting deserters. There is also an account related to the support of Vermont inmates at the American Asylum for the Deaf and Dumb in Hartford, CT. An index of accounts may be found at the front of the volume.
