Vermont Functional Classification System (VCLAS)

The Vermont Functional Classification System (VCLAS) is State of Vermont Standard for inventorying, appraising and scheduling Vermont public records, including "data." As  a technical specification for managing records in specific technological applications and for supporting assertions of authenticity and reliability at a point in time in all business and records environments, VCLAS conforms to ISO 23081 (Metadata for Records), an international standard.

VCLAS is a faceted classification system that breaks down business functions and their supporting documentation into basic concepts (facets). VCLAS consists of three core facets: domains (areas of accountability); activities; and record types. Additional facets within the classification system include public agencies; people; legal requirements; and jurisdictions. Additional facets may be added to support enterprise and content management.

All written or recorded information produced or acquired in the course of public agency business can be uniformly and systematically defined, documented and managed with VCLAS and VCLAS is evident in every record schedule issued by VSARA, with the exception of general record schedules (GRS). Most GRS classify records for only two of the three core facets, leaving the domain as "General." All three core facets are necessary for the effective management of records in statewide repositories and systems and is required for repositories and systems managed and operated by VSARA. Domain metadata is assigned when records are formally appraised by a VSARA Records and Information Management (RIM) Specialist.
