On July 9, 2023, Governor Scott declared a State of Emergency to prepare for and address the devastating impacts of the 2023 flooding. This page will have updated information on how licensed professionals in other states can work in Vermont to assist Vermonters during this time.
Pursuant to 3 V.S.A §129(a)(10), OPR will be issuing temporary emergency licenses, at no charge, during the declared state of emergency for the following professions:
To get a temporary emergency license, you must:
The temporary emergency license shall authorize the holder to practice in Vermont until the termination of the declared state of emergency or 90 days, whichever occurs first, provided the licensee remains in good standing. The emergency license may be reissued if the declared state of emergency continues longer than 90 days.
November 2023 Update: All EMGY licenses are being extended to avoid interruption in ongoing flood response. EMGY licenses are being extended until March 31, 2024 OR until the State of Emergency Expires, whichever happens first. Please be advised that all EMGY licenses will not be valid once the state of emergency expires (even if the state of emergency expires before March 31, 2024). There are no exceptions.

Please note that, while working in Vermont, you must comply with all Vermont laws and standards of practice, including those regarding scope of practice and professional conduct. While working in the state, you are subject to Vermont’s jurisdiction.

You will be required to attest and provide documentation that you are licensed in another U.S. state or jurisdiction.
Once your application has been submitted updates will be provided to the email you provide. Please allow time for processing.
