Please log in to our Online Services System, to apply, renew, update an application/license, request a verification, and more.

The Certified Alcohol and Drug Counselor (ADC) and Licensed Alcohol and Drug Counselor (LADC) licensure is meant for primary counselors, those counselors who are providing addiction treatment as the main focus of their job. Many people in the field have the skills and knowledge of many of the counseling domains. However, if as part of their job they are referring the client to a counselor rather than providing the treatment themselves, then they are not considered an addiction counselor.

The process of becoming licensed is guided and overseen by a qualified supervisor. The application should not be initiated without the supervisors understanding that they are supervising towards licensure. The supervisor should review any and all parts of the application prior to submission.

Roster Registration

Persons practicing psychotherapy, including persons engaged in supervised practice toward licensure as a licensed alcohol & drug abuse counselor, must be entered on the roster. Information on the Roster is found within the Allied Mental Health profession page. The Roster application is also found within Allied Mental Health in the Online Licensing System.

Mental Health Supervision Registry

Act 117 (2022) requires OPR to maintain a registry of licensed mental health professionals who are available to serve as supervisors for mental health professionals in training. Supervisors and individuals engaged in supervised practice must comply with all other requirements for supervision, as set forth in the Vermont statutes and regulations. It is the responsibility of the supervisor and the supervisee to read and comply with the statutes and administrative rules for the licensed profession of the supervisor and for the profession in which the supervisee is seeking licensure.
