What are the requirements to obtain a well driller license in the State of Vermont?

I currently hold a well driller license from DEC and need to transition my license to OPR. What do I do?

Transitional applications to transfer licenses from DEC to OPR are open! If you are currently licensed by DEC, you must transition your license to OPR before July 1, 2021. To transfer your license, please follow the steps below:

  1. Review the VT Statutes, Rules and Forms and Instructions. These pages include the information you need to apply and renew your license. 
  2. You will need to create an account (if you have not already) or log in to an existing account. Click here to access your account.
  3. Click Apply for Individual License and select Well Driller from the dropdown menu. Then, select the transitional pathway and complete the online application. You will need to upload an active copy of your current well-driller license you have with DEC. You will pay at the end of the application. The fee is $140.00 to transition. After you click submit, you will receive an email confirming your application has been received. Please allow 3-5 business days for processing.
  4. Once your application is processed, OPR will notify you by email if there are additional items required for your application. You will need to log in to your online account to check your status and see what is missing. Once your application has met the requirements and your application is complete, OPR will notify you by email that you have been approved and that your license has been issued.

 

Will I still pay a license fee every year?

No. The following fees now apply:

  • Renewal of existing OPR license: In 2023, a fee of $240 will be charged to renew an existing license.
  • New license: Beginning on July 1, 2021, first time license applicants will be charged a fee of $100.
  • Transitional applications from DEC to OPR will be charged a fee of $140.

 

How many hours of continuing education do I need when I renew my license in 2023 with OPR?

You need to complete eight (8) hours of educational and training activities between July 1, 2021 – June 30, 2023 to renew your license in 2023.

 

What courses are approved?

CE can be done online or in classroom if its related to the industry. Approved providers are:

  • National Ground Water Association
  • National and Regional conferences
  • State Ground Water Association Conference

 

Who do I submit the Well Completion Reports to?

Well Completion Reports must be submitted to DEC within 90 days of completion.

 

How long am I required to keep records for? Which records do I have to keep?

Each licensee shall keep accurate records for a minimum of six (6) years. The records to be kept shall be at a minimum those related to well drilling activities: contracts with landowners, consultants and subcontractors; invoices; a copy of the Well Completion Report; maps and other well location information.
