For some districts, upon the filing with the secretary of state, the district becomes a body politic and corporate with the powers incident to a public corporation and the recording shall be notice to all parties of the establishment of the district with all the powers incident to such a district as provided in law; and such filing shall be prima facie evidence that the requirements for the creation of the district have been fully met. For certain districts, the Secretary of State is also required to send a written notice to the clerk of each town to be included in the district that the requirements have been met by each town in the district.
Original (paper) certificates and/or other required filings for communications union, consolidated water, consolidated sewer, emergency medical services, natural resources conservation, and rural economic development infrastructure districts should be mailed for recording purposes to the following address (Attn: VSARA Statutory Filing Administrator):

For some districts, when the majority of voters in a town or city vote to create a municipal district or vote to join with one or more neighboring towns to create a municipal district or consolidated district, the results of those votes must be certified to the Secretary of State in accordance with their respective statutes. Questions regarding certifications of vote by town clerks may be directed to Will Senning, Director of Elections at the Secretary of State’s Office.
