Voice from the Vault

In 1992, Secretary of State James H. Douglas and Deputy Secretary of State Paul S. Gillies published A Book of Opinions (Vol. I -II). The concept of Vermont Secretary of State Opinions was revived by Secretary of State Deborah L. Markowitz in 2003 as a monthly publication, which included the “Voice from the Vault” column written by the Vermont State Archivist. The final issue of Opinions, which was changed to a quarterly publication by Secretary of State James C. Condos, was published in October 2016.
