Montpelier, VT – Vermont Secretary of State Sarah Copeland Hanzas announced that David Hall will be joining the office as the new Director of Corporations. After serving in the Office of Legislative Counsel for 15 years, providing non-partisan legal counsel to 180 members of the Vermont General Assembly, Hall will now play an important role in overseeing the critical mission of transparency and accountability in the Business Services Division of the agency.
“I have experience working with David in the Legislature and I found him to be dedicated and innovative with a unique ability to bring a spirit of fun to work.” Said Copeland Hanzas. “The Secretary of State’s office is one of the first stops for setting up a new business in Vermont and our ongoing compliance relationship with established businesses makes our Corporations division very much part of the overall business landscape in the state. We are so happy to have David at the helm to help us with this essential work.”
A long-time public servant, Hall has been ensuring the legality of legislation created by the Vermont House of Representatives and Senate since 2008 and has been integral in helping the legislature create the infrastructure that serves business owners every day. His deep-seated relationships with the legislature and familiarity with the legislative process make him uniquely qualified to support the Secretary and her team with their work in the State House.

The Business Services division handles filings for all business types – corporations, non-profits, LLCs, cooperatives, etc. – and manages over 225,000 entities in its database. Between new business registrations and the filing of annual (or biannual) reports, in addition to other filings, the division does over 100,000 business transactions a year. All registrations are searchable in an online database maintained by the Corporations team, which includes valuable historical data useful in keeping consumers protected and business owners in good standing with the state of Vermont.
Hall has lived in Vermont since 2003, attended Vermont Law School, is a small business owner in the state, has served as an Adjunct Professor of Legislation at Vermont Law School, and lives in Montpelier with his wife and three children.
