COVID-19 Response


The Vermont Secretary of State’s office takes the health and safety of Vermonters and our staff very seriously. In light of the ongoing COVID-19 (novel coronavirus) outbreak, to protect the health of all Vermonters we have either closed or restricted access to some of our buildings for the public. Many of the services of the Secretary of State’s office can be provided by phone or online.

All services will continue uninterrupted for the time being. Details related to specific division services are below. If you need assistance, and are not sure which division to contact, please email sos.secretary@vermont.gov or call 802-828-2363.

Office of Professional Regulation

The Office of Professional Regulation (OPR) is closed to the public. We apologize for the inconvenience.

All licensing services can be accessed online 24/7 through our secure website. Profession specific information if applicable can be found on your profession page.

We are observing an increase of questions as a result of COVID-19. These are often profession specific. If you have a question please email it to the licensing administrator for the profession.

We will continue to provide OPR specific updates on the OPR COVID-19 response page.

Temporary Licensure for Healthcare Workers:

On March 13, 2020, the Governor issued a State of Emergency. This means OPR will be issuing temporary licenses to healthcare workers. 3 V.S.A. §129(a)(10).

Vermont State Archives and Records Administration

Walk-in services provided by the Vermont State and Records Administration (VSARA) are now by appointment only.

Please see VSARA’s Hours & Directions for contact information and more details on making an appointment.

Corporations and Business Services

The Corporations and Business Services Division office at 128 State Street in Montpelier is currently closed to the public until further notice.

Most services can be completed online 24/7 through our secure website. Our staff will continue to serve the public by phone and email and are available during normal business hours 7:45 a.m. to 4:30 p.m., Monday through Friday.

Elections Division

The Elections Division office at 128 State Street in Montpelier is closed to the public until further notice.

Elections staff will continue to serve the public by phone and email, and are available during normal business hours. Please feel free to contact us by phone or email for assistance.

Municipal Assistance

Due to a high volume of questions our office has received from local officials regarding compliance with Vermont’s Open Meeting Law, elections laws, and the Public Records Act, we have issued a memo to Town Clerks and municipal officials providing some guidance as it relates to the current requirements of the law.
